White paper | Bridging the Gap: The Disconnect Between Federal Funding and Law Enforcement Training Under the STOP VAWA Program.
Despite more than $3.7 billion in federal grants distributed through the Violence Against Women Act (VAWA) between 2018 and 2024, most states still fail to meet basic training requirements for law enforcement.
Our research at No Peace No Quiet® found that 94% of states are not in compliance with the STOP (Services, Training, Officers, Prosecutors) grant funding formula, which requires 25% of funds for law enforcement and 25% for prosecution. This lack of training directly affects how survivors of domestic violence, sexual assault, and stalking are treated—and too often tips the justice scale in the perpetrator’s favor.
The white paper highlights how weak oversight and inconsistent accountability distort DOJ crime data, undermine public trust, and leave survivors unprotected. It also outlines clear recommendations for advocates, allies, and legislators to close these gaps and ensure federal dollars deliver on their promise of safety and justice.
